Blinkie/Banner Help

I have been looking in the advertising section of Scrapbooking Top 50 and I have seen there is a Banner creation bit there for $30. Does anyone know what this involves? Does someone make it for you or do you make it yourself with a banner creator thingy? I really need a banner but I don't want to sit for hours trying to work out how to make one!
